i was speaking in general, theres a bit more than the visibility to it
but yea that basically isnt a cheat, its still cheating because:
1. its impossible to lose that way
2. chances are you saw it in one of the countless reviews saying it

its not that hard... and its not technically a cheat per se, but its probably the way to win the game, like in the previous pandemic removing visibilty isnt a cheat
but it will make you win the game
